Pres. Biden Proposes Robust Investments for MH & SU Services for FY 2023 Budget

In his proposed $1.6 trillion budget for FY2023, President Joe Biden requests substantial funding for mental health and substance use prevention, treatment and recovery services. Among the key provisions are:

- An increase in the Substance Abuse and Mental Health Services Administration's funding to $10.13 billion, which represents a 35% increase from FY2022
- The ability for all states and territories to participate in the existing Certified Community Behavioral Health Clinic demonstration program
- A designated State Opioid Response grant and Substance Abuse and Prevention and Treatment Block Grant funding
- Funds to support prevention, harm reduction, treatment and recovery support services that are not covered by commercial insurance plans.

The budget request also includes funding to continue the response to COVID and initiatives to prepare for possible future pandemics and biological threats. These investments would include $81.7 billion in mandatory funding over five years across the Office of the Assistant Secretary for Preparedness and Response, Centers for Disease Control and Prevention, National Institutes of Health and Food and Drug Administration.
