Temporary CADC Certification and Emergency Licensure Graduate Programs Are in Force Indefinitely

NJAMHAA received confirmation from the Governor's Counsel that Executive Order (EO) 292 issued in April 2022, which extended all Administrative Orders, Directives and Waivers listed in the Appendix to EO 281, supersedes the expiration dates specified in statute (P.L.2021, c.368) for the Temporary Certification of Alcohol and Drug Counselors (CADC) and Emergency Graduate Licensure Programs. (Alerts to this effect are included at the top of the web pages linked here for each of these programs.)

The statute had included a 6/30/22 expiration date, but, as stated above, that is superseded by EO 292; however, EO 292 also states that all waivers can be terminated at any time by the Departments that issued them. They would also end if the Governor declares the State of Emergency over.

NJAMHAA is reaching out to the Division of Consumer Affairs, where these two waivers originated, to discuss keeping these two programs in place for a minimum of one more year, at which time the need for them can be re-examined.
